Establishes a maximum of 10 regular employees for the Arkansas State Claims Commission for fiscal year 2023-2024, including 1 director (GS13), 1 attorney specialist (GS11), 1 administrative analyst (GS06), 2 administrative specialists (GS03), and 5 claims commissioners (GS02).

Appropriates $724,768 from the State Central Services Fund for personal services and operating expenses, including $455,459 for regular salaries, $173,919 for personal services matching, and $95,390 for operating expenses.

Appropriates $2,250,000 from the Miscellaneous Revolving Fund for payment of claims to surviving spouses and dependent children of policemen, firemen, and correctional officers killed in the line of duty, and for small controversial and non-controversial claim awards.

Appropriates $8,000 from the State Central Services Fund for expense reimbursements for the Firefighter Benefit Review Panel for fiscal year 2023-2024.

Declares an emergency effective July 1, 2023, due to constitutional restrictions on appropriations exceeding one year and the essential need for immediate governmental operations.
