Appropriates $6,238,483 to the Office of the Treasurer of State for fiscal year ending June 30, 2024, payable from the State Central Services Fund for personal services, operating expenses, and data processing system/services.

Establishes 32 regular full-time employee positions with a maximum annual payroll of $2,616,528, including senior investment managers at $142,842 annually and various management and support staff positions.

Authorizes up to 5 temporary or part-time employees ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act, with $35,000 allocated for this purpose.

Allocates funds for specific programs: $1,096,715 for data processing systems/services, $75,000 for Financial/Educational Programs (Arkansas 529 College Savings Program, Arkansas ABLE Program, and financial education), and $1,404,455 for maintenance and general operations.

Authorizes the Treasurer of State to transfer appropriations between authorized line items with approval from the Chief Fiscal Officer and prior review by the Arkansas Legislative Council or Joint Budget Committee, effective July 1, 2023 through June 30, 2024.
