Establishes a maximum of 3 regular employees for the Arkansas Waterways Commission, including one Director (GS11), one Administrative Analyst (GS06), and one Business Operations Specialist (GS05)

Appropriates $333,344 from the Miscellaneous Agencies Fund for personal services and operating expenses, including $171,883 in regular salaries, $61,876 in personal services matching, and $96,990 in maintenance and general operations

Appropriates $5,000,000 from the Arkansas Port, Intermodal, and Waterway Development Grant Program Fund for grants to port authorities and intermodal authorities for port development projects

Appropriates $2,000,000 from the Arkansas River Navigation System Fund for expenses related to the development, improvement, and expansion of river transportation resources within the McClellan-Kerr Arkansas River Navigation System in Arkansas

Authorizes up to $3,000 annually for Lower Mississippi Valley Flood Control Association dues and up to $1,000 annually each for dues to four regional waterway associations; authorizes up to $1,500 annually for promotional and educational/outreach items upon Chief Fiscal Officer approval
