Appropriates $48,715,413 to Arkansas Legislative Audit for fiscal year 2023-2024, including $33,713,532 for regular salaries and $9,784,481 for personal services matching, payable from the State Central Services Fund.

Authorizes maximum of 295 employees across 15 position classifications, ranging from Legislative Auditor (Grade SE05) to Administrative Services Specialist (Grade GS08).

Grants Legislative Auditor authority to transfer funds between Operations line items with Legislative Council or Joint Budget Committee review, except Regular Salaries line item transfers require prior approval.

Allows Legislative Auditor discretion to adjust employee salaries for market conditions, merit pay, and retention, with ability to exceed maximum salary levels by up to 20% for up to one-third of authorized positions after receiving approval.

Requires funds received by Arkansas Legislative Audit under the Arkansas Scholarship Lottery Act to be deposited into the State Central Services Fund and used solely for lottery-related duties; act becomes effective July 1, 2023.
