Establishes a maximum of 207 regular employees for the Department of Transformation and Shared Services - Division of Information Systems for fiscal year 2023-2024, including positions ranging from Director (Grade SE04) to Administrative Specialist II (Grade GS03).

Authorizes up to 18 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $98,233,871 from the Division of Information Systems Revolving Fund for personal services and operating expenses, including $14,853,007 for regular salaries, $4,876,985 for personal services matching, and $59,702,882 for telecommunications and technology delivery.

Appropriates $3,500,000 from the Information Technology Reserve Fund for major equipment acquisitions and information technology improvements.

Authorizes the Director to accept gifts, grants, donations, and other funds on behalf of the division and file quarterly reports with the Legislative Council or Joint Budget Committee, and grants the Secretary authority to transfer funds between line items with Chief Fiscal Officer and Legislative Council or Joint Budget Committee approval.
