Establishes 56 maximum regular employees for the Arkansas Development Finance Authority with positions ranging from Executive Director (Grade SE03) to Human Resources Analyst (Grade GS06), plus authorization for 5 temporary or part-time employees.

Appropriates $31,967,906 for operations including $3,362,522 for regular salaries, $1,141,389 for personal services matching, $6,600,000 for housing rental assistance, $16,341,215 for HUD HOME Program, and $3,400,000 for federal housing programs.

Appropriates $2,440,438 for the Student Loan Authority Division including $381,135 for regular salaries and $1,818,875 for professional fees.

Appropriates $6,000,000 for computer equipment and related software, $15,000,000 from federal funds for Federal Housing Program implementation, and $5,000,000 to the Arkansas Housing Trust Fund.

Effective July 1, 2023, with emergency clause declaring immediate effectiveness necessary for agency operations and preservation of essential governmental programs.
