Appropriates $491,946 to the Department of Health - Health Services Permit Agency for fiscal year ending June 30, 2024, payable from the Miscellaneous Agencies Fund Account.

Establishes maximum of 4 regular employees: ADH Health Permit Services Director (Grade SE01), HSPA Deputy Administrator (Grade GS11), Business Operations Manager (Grade GS08), and Health Administrative Coordinator (Grade GS06).

Allocates funds as follows: $313,776 for regular salaries, $99,794 for personal services matching, $60,835 for operating expenses, $1,274 for conferences and travel, and $16,267 for professional fees.

Permits unexpended balances from fees and fines deposited in the Miscellaneous Agencies Fund Account to carry forward to the next fiscal year with prior written justification to the Department of Finance and Administration.

Declares an emergency effective July 1, 2023, citing the Constitution's prohibition on multi-year appropriations and the necessity for immediate agency operation.
