Appropriates $14,575,685 to the Department of Health - Tobacco Prevention and Cessation Programs for the fiscal year ending June 30, 2024, payable from the Prevention and Cessation Program Account.

Establishes a maximum of 31 regular employees including 14 registered nurses, 1 branch manager, 1 epidemiologist, and various health specialists and administrative staff, plus up to 4 temporary/part-time employees.

Authorizes transfer of $500,000 annually from the Prevention and Cessation Program Account to the Breast Cancer Control Fund for Medicaid matching services for breast and cervical cancer screening and treatment.

Adds Arkansas Code 21-8-104 prohibiting tobacco prevention or reduction advertising from including the names, voices, or likenesses of elected officials or their immediate families.

Restricts appropriation transfers under Arkansas Code 19-4-522 and requires Legislative Council approval for budget classification modifications, with emergency clause making the act effective July 1, 2023.
