Establishes maximum of 596 regular full-time employees for the State Department for Social Security Administration Disability Determination for fiscal year 2023-2024, with positions ranging from Director (Grade SE03) to various adjudicators, specialists, and support staff.

Authorizes up to 20 temporary or part-time "Extra Help" employees, with a maximum of 1,800 hours per fiscal year per employee, per newly codified Arkansas Code 20-76-307.

Appropriates $76,290,167 in federal funds for fiscal year 2023-2024, including $39,839,849 for regular salaries, $450,000 for extra help, $13,713,133 for personal services matching, $2,000,000 for overtime, and $13,926,285 for professional fees.

Grants the department director authority to create up to 250 additional full-time positions beyond those authorized in this act, subject to Office of Personnel Management approval and prior review by the Arkansas Legislative Council or Joint Budget Committee, with such positions to be financed by federal funds.

Declares an emergency effective July 1, 2023 to ensure uninterrupted agency operations for the fiscal year.
