Appropriates $212,070,000 to the Department of Public Safety - State Crime Laboratory from the Development and Enhancement Fund for operating expenses, personal services, land acquisition, land improvement, construction, and equipping of a new State Crime Lab facility.

Requires the Chief Fiscal Officer to transfer $212,070,000 from the General Revenue Allotment Reserve Fund to the Development and Enhancement Fund immediately upon the act's effective date.

Prohibits contracts or obligations from exceeding available State Treasury funds, but permits the agency to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations in disbursement of appropriated funds.

Declares an emergency based on the need for timely criminal case processing and public safety, with the act becoming effective upon gubernatorial approval, expiration of the veto period, or veto override.
