Establishes a maximum of 49 regular employees for the Arkansas State Library with salary grades ranging from GS01 to SE01, including positions such as State Library Director, Deputy Director, Managers, Librarians, and support staff.

Appropriates $3,769,176 for State Operations including $1,749,087 for regular salaries, $644,998 for personal services matching, $1,125,091 for operating expenses, and $230,000 for books and subscriptions.

Appropriates $3,282,190 for Federal Operations including $502,646 for regular salaries, $2,357,700 for operating expenses, and $145,000 for conferences and travel.

Appropriates $10,000,000 for Aid to Public Libraries from the State Library Public School Fund Account.

Requires the Arkansas State Library to review and modify eligibility standards for rural public libraries by the 2025 fiscal year, allowing alternative revenue sources in lieu of the one-mill property tax requirement, with a report due to the Legislative Council or Joint Budget Committee.
