Amends Arkansas Code § 14-95-104(b) to modify the purposes for which urban service districts may be created

Establishes five primary purposes for urban service districts: emergency services (ambulance, civil defense, fire protection, public safety); solid waste services including recycling; parking and public transportation services; recreation services (parks, playgrounds, bicycle paths, programs); and neighborhood improvement services

Expands neighborhood improvement services to include housing maintenance and redevelopment, business district maintenance and redevelopment, community facilities maintenance and redevelopment, street lighting, street cleaning, sidewalk maintenance and redevelopment, weed lot and alley maintenance, and drainage system maintenance with storm water management programs

Changes language from "but not limited to" to "without limitation" in the neighborhood improvement services section to clarify the non-exhaustive nature of the listed services
