Establishes Arkansas's intent to adopt Daylight Saving Time permanently as the state's standard time once federal law (15 U.S.C. § 260a) permits states to do so.

Requires the Secretary of State to continuously monitor federal law and determine if amendments allow permanent observation of Daylight Saving Time by states.

Directs the Secretary of State to notify the Governor, Speaker of the House, President Pro Tempore of the Senate, and Director of the Bureau of Legislative Research within 5 business days of determining that federal law permits permanent Daylight Saving Time.

Establishes implementation timing: if the determination is made between the second Sunday in March and first Sunday in November, the time change in November is skipped and permanent Daylight Saving Time begins immediately; if made between the first Sunday in November and second Sunday in March, permanent Daylight Saving Time takes effect at 2:00 a.m. on the second Sunday in March.
