Amends Arkansas Code § 6-41-901 to clarify definitions of "foster care" and "foster parent" by updating capitalization and formatting of existing language regarding group homes and licensed foster families.

Expands student eligibility under § 6-41-902 to include students who have achieved permanency through adoption, reunification, or permanent guardianship after being in foster care.

Caps the Division of Elementary and Secondary Education at approving a maximum of 20 scholarships per academic year specifically for students in foster care.

Requires Department of Human Services approval for foster care student placements in private schools, with approval based on determination that placement serves the student's best interest.

Modifies § 6-41-906(a) to reserve 20 scholarships for students in foster care during initial lottery if one is used, with remaining scholarships available to students with disabilities if fewer than 20 foster care students apply.
