Establishes a maximum of 4 regular employees for the Department of Education - Martin Luther King, Jr. Commission for fiscal year 2023-2024, including one executive director (Grade GS14), one fiscal support supervisor (Grade GS06), and two administrative specialists.

Appropriates $349,948 from the Miscellaneous Agencies Fund Account for personal services and operations, including $221,378 for regular salaries, $78,570 for personal services matching, and $50,000 for operating expenses.

Authorizes up to 4 temporary or part-time "Extra Help" employees and appropriates $91,123 from cash funds, including $15,900 for extra help wages, $1,299 for personal services matching, $67,924 for operating expenses, $2,000 for conferences and travel, and $4,000 for professional fees.

Requires all disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and other fiscal control laws of Arkansas.

Declares an emergency to make the act effective July 1, 2023, necessary for the agency's immediate operation and essential governmental programs.
