Establishes maximum of 4,558 regular employees for the Arkansas Department of Transportation with salary ranges from $35,186 to $263,778 annually for fiscal year 2023-2024.

Appropriates $2,405,300,000 from the State Highway and Transportation Department Fund for operations, including $240 million for regular salaries, $110 million for personal services matching, and $1.6 billion for capital outlay.

Appropriates $34 million each for State Aid Roads Program and State Aid Streets Program, $6 million for Public Transit Trust Fund, and $435 million for Four-Lane Highway Construction under Amendment 91.

Authorizes $220 million for Arkansas State Highway Employees' Retirement System benefits and expenses, plus additional appropriations for specialized programs including $7 million for commercial truck safety and $1.5 million for transportation research grants.

Amends Arkansas Code § 19-4-1612 to allow the State Highway Commission to transfer overtime appropriations to regular salary appropriations and issue combined warrants to employees, with required notifications to state auditor and finance secretary.
