Requires childcare facilities seeking licensure to comply with applicable zoning and land use development regulations of the municipality and county where located, with failure to comply being grounds for license denial.

Mandates local governing authorities treat childcare family homes as residential property use for zoning, land use development, fire and life safety, sanitation, and building codes purposes, including single-family residential zoning.

Prohibits local governing authorities from imposing additional regulations on childcare family homes that do not apply to other residential properties or requiring stricter fire safety standards than the Arkansas Fire Prevention Code.

Allows local governing authorities to manage traffic flow and parking on a case-by-case basis related to adjacent childcare family homes.

Authorizes the Division of Child Care and Early Childhood Education to promulgate rules on fire protection and prevention in childcare family homes, requiring consultation with the Department of Health, Boiler Inspection Division, and fire marshal and building code official associations.
