HB1159 Summary

• Adds Arkansas Code 12-9-212 to prohibit hazing at the Arkansas Law Enforcement Training Academy by students, instructors, and employees on or off academy property.

• Defines hazing as knowing conduct intended to intimidate, threaten with ostracism, humiliate, discourage participation, cause physical harm, or play abusive tricks on another person in connection with academy education or affiliation.

• Requires all instructors and employees with training or authority responsibilities to complete annual hazing prevention training approved by the Arkansas Commission on Law Enforcement Standards and Training.

• Establishes penalties of Class D felony if an instructor or employee allows or participates in hazing that causes physical injury to a student, or Class B misdemeanor for all other violations.

• Mandates expulsion from the academy for convicted students and termination of employment for convicted instructors or employees; requires reporting of known hazing to the Secretary of the Department of Public Safety.
