• Defines "voluntary products" as individual or group policies wholly paid for by employees, including those provided by the Arkansas State Employees Association, Inc., or its designees administering cafeteria plans.

• Exempts voluntary products and insurance procured under § 6-17-1115 from supervision by the Director of the Employee Benefits Division.

• Requires the Arkansas State Employees Association, Inc., or its designee to provide annual reports of voluntary products to the State Board of Finance and the State Employee Health Benefit Advisory Commission during open enrollment.

• Allows the Arkansas State Employees Association, Inc., to develop and administer a cafeteria plan for voluntary products or contract through competitive sealed bidding with a designee to do so on behalf of eligible state employees.

• Requires the Employee Benefits Division to promulgate rules implementing the act, with initial rules to be filed by January 1, 2024, or as soon as practicable after legislative approval.
