Amends Arkansas Code § 22-5-405 to restructure the process for riparian owners to obtain deeds to lands that have emerged in lakes or rivers from the Commissioner of State Lands.

Requires applicants to submit a completed application form (in electronic format) and a survey performed by a licensed professional surveyor completed within six months before application submission.

Requires applicants to submit affidavits from three competent persons stating that the applied-for lands have emerged to the high-water mark and are capable of cultivation.

Removes the $5.00 deed fee requirement and instead directs the Commissioner of State Lands to promulgate rules under the Arkansas Administrative Procedure Act to carry out the duties of this section.

Requires the Commissioner to file final rules with the Secretary of State by January 1, 2024, or as soon as practicable after Legislative Council approval under § 10-3-309.
