Establishes 65 maximum regular employees for the Department of Agriculture - Arkansas Natural Resources Commission for fiscal year 2023-2024, with positions ranging from Natural Resources Division Director (Grade SE01) to Administrative Specialist III (Grade GS04)

Authorizes 8 temporary or part-time employees ("Extra Help") to be paid at rates not exceeding those in the Uniform Classification and Compensation Act

Appropriates $2,952,647 from the Miscellaneous Agencies Fund for state operations including regular salaries ($1,237,928) and operating expenses

Appropriates $9,004,086 from cash funds for natural resources operations including soil and water grants and loans ($6,202,017)

Provides additional appropriations totaling approximately $117 million across multiple programs including flood insurance ($5,240,655), water quality ($1,934,612), water/waste disposal ($90,235,663), nonpoint source pollution control ($7,985,865), and feral swine eradication ($3,000,000)
