Establishes 4 maximum employees for Office of Education Renewal Zones with appropriation of $1,363,429 for personal services, operating expenses, and grants.

Authorizes transfers of $200,000 annually from Public School Fund Account to University of Arkansas at Little Rock for Arkansas/STRIVE Program.
