Authorizes various fund transfers and spending flexibilities for the Department, including transfers between capital projects, medical services contracts, utility rate increases, and reallocation of resources with prior approval from legislative committees

Amends Arkansas Code to require annual inmate cost reports by facility, establish procedures for juvenile sex offender assessments, require cost reports from counties housing state inmates, and codify special compensation rules for emergency response units
