Amends Arkansas Code § 3-9-226(b) to prohibit private clubs from using advertising media to promote alcoholic beverage consumption or announce prices for on-premises service in counties where voters have not authorized intoxicating liquor sales through local option elections.

Applies the advertising prohibition only in counties that have not authorized intoxicating liquor sales under Initiated Act No. 1 of 1942 and related statutes.

Clarifies that the advertising prohibition does not require private clubs to block visibility through windows or doors to prevent the public from viewing patrons consuming alcoholic beverages, including through use of window tinting.
