Repeals Arkansas Code Title 6, Chapter 13, Subchapter 9 (the Public School Educational Cooperative Act of 1981) effective January 1, 2024.

Amends the Education Service Cooperative Act of 1985 to require education service cooperative board representatives be appointed by voted resolution of school district boards, with resolutions signed by both the president and secretary and forwarded annually by June 30 to the cooperative director.

Expands eligible representatives on education service cooperative boards to include superintendents, school district employees, school board members, or community members within the cooperative's boundary, with each representative serving two-year terms.

Repeals the executive committee provisions allowing education service cooperative boards to elect smaller executive committees, requiring instead that full boards meet at least eight times annually with all meetings open to the public and minutes made available.

Requires education service cooperative boards to compile and annually provide by July 1 data demonstrating student performance improvements resulting from the cooperative's programs and services to each member school district.
