AR HB1206

Amends Arkansas Code § 6-15-2108 to modify the school rating system to include a multiple-measures approach with academic achievement, student growth, graduation rates, and English-learner progress.

Adds nine optional indicators the rating system may consider, including closing achievement gaps, student subgroup academic growth, grade nine credit completion rates, resource allocation equity, advanced placement and industry certifications, flexible learning options, preschool access, educator qualifications, and community partnerships.

Requires that all indicators included in the rating system allow for meaningful differentiation in school performance and be valid, reliable, comparable, and applicable statewide.

Excludes academic achievement scores from the first two annual statewide student assessments for students enrolling after attending school outside Arkansas or in non-accredited settings to allow them time to establish a baseline.

Directs the Division of Elementary and Secondary Education to promulgate rules implementing these changes to the school rating system.
