Allows persons on probation or parole (or within 90 days of release) to obtain a restricted driving permit if their license suspension is not vehicle-operation related, permitting driving to employment, school, probation/parole officer meetings, or officer-directed locations.

Exempts persons with expired driver's licenses from restricted driving permit eligibility.

Requires applicants to be qualified to operate a motor vehicle under Arkansas law to be eligible for a restricted driving permit.

Changes permit validity period from expiration upon release from probation or parole supervision to a fixed one (1) year term from issuance, with annual renewal possible.

Allows the Department of Finance and Administration to revoke restricted driving permits at the request of a probation or parole officer from the Division of Community Correction, replacing the previous provision allowing revocation at any time for any reason.
