Establishes maximum of 1,137 regular employees for Northwest Arkansas Community College (NWACC) for fiscal year 2023-2024, with detailed salary schedules for administrative, academic, and support positions ranging from $35,187 to $188,490 annually.

Authorizes up to 360 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $13,295,521 from the NWACC Fund for regular salaries and $64,805,389 from cash funds for personal services and operating expenses including extra help, overtime, maintenance, travel, professional fees, and capital outlay.

Appropriates $265,942 to the NWACC Child Protection Training Center for salaries, benefits, and operating expenses for fiscal year 2023-2024.

Declares emergency clause making the act effective July 1, 2023, and requires compliance with state procurement, accounting, budgetary, and fiscal control laws.
