Establishes a maximum of 287 regular employees for Phillips Community College of the University of Arkansas for fiscal year 2023-2024, with specific salary ranges from $35,187 to $188,490 based on position and classification.

Authorizes up to 900 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $10,871,691 from state operations funds, including $7,213,170 for regular salaries, $1,804,000 for personal services matching, and $1,854,521 for maintenance and general operations.
