Establishes maximum of 144 regular employees for University of Arkansas Community College at Rich Mountain for fiscal year 2023-2024, including administrative, academic, and auxiliary positions with specified salary ranges from $35,187 to $188,490.

Authorizes up to 80 temporary or part-time employees ("Extra Help") to be paid at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $3,825,744 from state operations funds, including $2,472,376 for regular salaries, $530,000 for personal services matching, and $823,368 for operating expenses.

Appropriates $10,825,000 from cash funds for regular salaries ($3,500,000), extra help ($375,000), personal services matching ($1,750,000), operating expenses ($2,150,000), capital improvements ($1,300,000), debt service ($380,000), and other operational costs.

Declares the act effective July 1, 2023 as an emergency measure necessary for the immediate operation of the college and administration of essential governmental programs.
