Establishes maximum of 780 regular employees for University of Arkansas - Pulaski Technical College for fiscal year 2023-2024, with specific salary ranges for administrative, academic, and support positions.

Authorizes up to 400 temporary or part-time employees ("Extra Help") at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $17,339,560 from the University of Arkansas - Pulaski Technical College Fund for state operations, including $15,912,809 for regular salaries and $1,426,751 for personal services matching.

Appropriates $56,135,000 from cash funds for personal services and operating expenses, including $4,000,000 for regular salaries, $2,000,000 for extra help, $10,000,000 for capital improvements, and $7,500,000 for debt service.

Takes effect July 1, 2023 as an emergency measure necessary for the agency's proper operation and administration of essential governmental programs.
