Establishes maximum of 529 regular employees for Southern Arkansas University for fiscal year 2023-2024, including administrative, academic, and auxiliary enterprise positions with specified salary rates.

Authorizes up to 1,900 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $19,030,546 from the Southern Arkansas University Fund for state operations (regular salaries of $17,055,546 and personal services matching of $1,900,000).

Appropriates $100,000 from the Southern Arkansas University Fund for the SAU System (regular salaries of $45,000 and operating expenses of $41,500).

Appropriates $51,488,000 from cash funds for regular salaries ($7,558,000), extra help ($2,400,000), operating expenses ($20,500,000), capital improvements ($2,000,000), debt service ($4,600,000), and other expenses, effective July 1, 2023.
