Establishes maximum of 299 regular employees for Arkansas Northeastern College for fiscal year 2023-2024, with salary ranges from $35,187 (Watchman) to $188,490 (President).

Authorizes up to 521 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $10,895,306 from the Arkansas Northeastern College Fund for regular salaries ($7,800,000), personal services matching ($2,000,000), and maintenance and general operations.

Appropriates $26,428,000 from cash funds for regular salaries ($1,500,000), extra help wages ($1,000,000), personal services matching ($2,500,000), maintenance and operations ($8,800,000), capital improvements ($4,000,000), and debt service ($1,000,000).

Effective date is July 1, 2023, with emergency clause declaring immediate effectiveness necessary for college operations.
