Establishes maximum of 220 regular employees for Ozarka College for fiscal year 2023-2024 with specific salary rates ranging from $35,187 to $188,490, including administrative, academic, and auxiliary enterprise positions.

Authorizes up to 100 temporary or part-time "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $4,777,507 from state operations fund, including $3,492,531 for regular salaries, $125,000 for extra help, and $1,095,000 for personal services matching.

Appropriates $15,501,000 from cash funds for personal services, operating expenses, capital improvements, debt service, and promotional items for fiscal year 2023-2024.

Takes effect July 1, 2023 with emergency clause to ensure continuous operation of the college and essential governmental programs.
