Establishes maximum of 377 regular employees for North Arkansas College for fiscal year 2023-2024, including administrative, academic, and auxiliary enterprise positions with specified salary ranges.

Authorizes up to 500 temporary or part-time employees ("Extra Help") at rates not exceeding those provided in the Uniform Classification and Compensation Act or this act.

Appropriates $8,977,151 from the North Arkansas College Fund for personal services and operating expenses, including $6,840,176 for regular salaries and $1,200,000 for personal services matching.

Appropriates $39,990,000 from cash funds for salaries, extra help, overtime, maintenance and general operations, capital improvements ($10,500,000), and debt service ($3,000,000).

Effective July 1, 2023, with emergency clause declaring this appropriation essential to agency operations and prohibited from extending beyond one fiscal year per Arkansas Constitution.
