Establishes maximum of 300 regular employees for Arkansas State University - Mid-South for fiscal year 2023-2024, with salary rates ranging from $35,187 to $188,490 for positions including chancellor, vice chancellors, faculty, and support staff.

Authorizes up to 200 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $6,449,548 from the Arkansas State University Mid-South Fund for regular salaries ($4,899,548), extra help ($300,000), and personal services matching ($1,250,000).

Appropriates $25,000,000 from cash funds for regular salaries, extra help, personal services matching, maintenance and operations, capital improvements, promotional items, and subawardee grants.

Appropriates $1,633,890 for Arkansas Delta Training and Education Consortium (ADTEC) Partners and University Center Partners, with allocations distributed to seven participating institutions.
