Establishes maximum of 199 regular employees for Arkansas State University - Mountain Home for fiscal year 2023-2024, including administrative, academic, and support staff positions with specified salary ranges.

Authorizes 70 temporary or part-time employees ("Extra Help") as needed at rates not exceeding the Uniform Classification and Compensation Act.

Appropriates $4,470,538 from state operations funds for personal services and operating expenses, including $3,370,538 for regular salaries and $100,000 for extra help.

Appropriates $16,525,000 from cash funds for personal services and operating expenses, including $3,500,000 for regular salaries, $715,000 for extra help, $2,750,000 for capital improvements, and $600,000 for debt service.

Effective July 1, 2023, with all disbursements subject to State Procurement Law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws.
