Establishes maximum of 214 regular employees for University of Arkansas Community College at Hope-Texarkana for fiscal year 2023-2024, including administrative, academic, and auxiliary positions with specified salary ranges.

Authorizes up to 200 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $6,837,999 from state operations funds for personal services, consisting of $5,237,999 for regular salaries and $1,600,000 for personal services matching.

Appropriates $14,869,197 from cash funds for personal services and operating expenses, including $1,744,197 for regular salaries, $500,000 for extra help, $4,825,000 for operational expenses, $5,000,000 for capital improvements, and $600,000 for debt service.

Effective July 1, 2023, with all disbursements subject to compliance with state procurement laws, accounting procedures, and regulations promulgated by the Department of Finance and Administration.
