Repeals Arkansas Code § 8-6-718 requiring regional solid waste management boards to establish free waste tire collection centers for residents.

Renames the "Used Tire Recycling and Accountability Act" to the "Arkansas Commerce Tire Program Act" and shifts the program from government-managed to private commerce-based tire disposal and recycling.

Replaces the rim removal fee system with a tire environmental fee of $1.00 per tire imposed on tire wholesalers instead of retailers, and establishes fees for commercial generators and import tires.

Changes the Used Tire Recycling Fund to the Tire Environmental Abatement Fund and modifies its use to 100% for administrative costs, waste tire abatement, and legal recovery actions instead of program reimbursements.

Declares an emergency effective July 1, 2023, citing the need for immediate transition to the new private commerce-based system to maintain safe tire management throughout the state.
