Appropriates $41,526,223 from state operations fund and $162,427,960 from cash funds to Arkansas Tech University for fiscal year ending June 30, 2024, totaling $203,954,183

Authorizes maximum of 1,543 regular employees across administrative, academic, and auxiliary enterprise positions with specified salary ranges for each classification

Authorizes up to 1,615 temporary or part-time employees ("Extra Help") to be paid at rates not exceeding those in the Uniform Classification and Compensation Act

Amends Arkansas Code to allow the Board of Trustees to reimburse faculty tuition and education expenses for critical shortage areas or academic program restructuring

Creates Arkansas Tech STEM Institute under university direction to integrate teaching in business, engineering, emergency management, agriculture, health care, technical programs, and computer sciences for economic development purposes, with annual reporting requirements to Legislative Council or Joint Budget Committee
