Amends Arkansas Code § 20-22-717 to allow cities of the first class or second class to issue event permits for sky lantern use at public events.

Maintains the general prohibition on sale or use of sky lanterns except as permitted under the new permit system.

Defines "sky lantern" as an unmanned free-floating device designed to contain an open flame.

Authorizes city fire departments to revoke permits at any time before an event if weather or other conditions would make sky lantern use dangerous at the location or date of the event.
