Appropriates $2,320,796 to the University of Arkansas for Medical Sciences - Donald W. Reynolds Center on Aging for fiscal year 2023-2024, including $1,292,959 in regular salaries and $1,027,837 in operating expenses and capital outlay.

Appropriates $3,195,946 to the Fay W. Boozman College of Public Health for fiscal year 2023-2024, including $2,561,276 in regular salaries and $70,000 in operating and conference/travel expenses.

Appropriates $6,180,957 to the Arkansas Biosciences Institute for fiscal year 2023-2024, including $1,407,267 in regular salaries and $1,896,736 designated for the Arkansas Children's Hospital Research Program, with a requirement to allocate at least 33⅓% of available funds to the research program if appropriated funds fall short.

Appropriates $2,235,565 to the Area Health Education Center in Helena for fiscal year 2023-2024, including $1,237,959 in regular salaries and $680,841 in operating expenses and professional fees.

Authorizes a maximum of 113 regular employees across all four entities and establishes that appropriations cannot be transferred except as specifically provided in the act, requiring Division of Higher Education and Chief Fiscal Officer approval for line-item transfers.
