Appropriates $22,578,878 from state operations funds, including $12,000,000 for regular salaries, $2,500,000 for personal services matching, and $7,351,426 for maintenance and operations

Appropriates $80,100,000 from cash funds for personal services, operations, capital improvements ($20,000,000), and debt service ($10,000,000)

Requires Henderson State University to repay $958,333.33 to the Budget Stabilization Trust Fund in six annual installments from December 1, 2024 through December 1, 2029, with annual status reports to the Legislative Council or Joint Budget Committee
