Deletes obsolete language from Arkansas Code § 5-1-109(f) regarding when prosecution is commenced, removing reference to "other process" in arrest warrant execution requirements

Clarifies the reference in Arkansas Code § 5-54-209(a) concerning the offense of use of a hoax substance or hoax bomb by replacing "the facility" with specific list of locations (governmental facility, school, business, hospital, office building, or similar facility open to the public or the person's home, business, or place of work)

Removes obsolete reference to repealed § 5-76-101 et seq. from Arkansas Code § 5-65-204(a)(1), which defines "alcohol concentration" under the Omnibus DWI or BWI Act

Corrects the omission of a comma in Arkansas Code § 5-73-120(c)(2) regarding permissibility of carrying a weapon by law enforcement officers, correctional officers, or members of armed forces

Establishes legislative intent that this act makes only technical, not substantive, changes to Arkansas Code and shall not repeal acts from the Ninety-Fourth General Assembly's regular session
