Amends Arkansas Code § 8-6-908(c) to replace an obsolete reference to § 17-1-106 with the Arkansas Occupational Licensing of Uniformed Service Members, Veterans, and Spouses Act of 2021, § 17-4-101 et seq., regarding waiver of examination requirements for solid waste management facility operators.

Repeals Arkansas Code § 8-9-703(8)-(9) concerning definitions of "used, broken cathode ray tube" and "used, intact cathode ray tube" because these definitions are not used in the Electronic Waste Collection, Recycling, and Reuse Act subchapter.

Amends Arkansas Code § 8-9-711(c)-(d) to add clarifying language requiring monthly reports to include collection location, consumer electronic items collected, and per-pound accounting by category, with annual reports due within 60 calendar days of final monthly report submission.

Establishes legislative intent that the act shall not expressly or impliedly repeal acts from the 94th General Assembly regular session, and that in case of conflict, acts from that session shall take precedence.

Confirms that the act makes only technical, not substantive, changes to the Arkansas Code of 1987.
