Amends Arkansas Code § 12-9-124(a)(1) to clarify that political subdivisions may appoint up to two part-time law enforcement officers for each full-time certified officer employed by the subdivision's law enforcement agency.

Deletes obsolete January 1, 2022 deadline language from § 12-10-329(c) regarding fire protection district map incorporation into next generation 911 systems.

Repeals § 12-12-930 (notice requirements when childcare facility owners/operators are married to sex offenders) and re-enacts it as § 20-78-229 under the Childcare Facility Licensing Act in Title 20.

Reorganizes concealed handgun carry eligibility requirements from § 12-15-202 into four separate new sections (§§ 12-15-203 through 12-15-206) covering local detention facility employees, prosecuting attorneys, emergency medical technicians, and judges/justices respectively.

Amends § 12-61-112(b)-(c) to clarify references to militia members and their arrest protections, and makes stylistic corrections to militia duty and emergency powers language.
