Amends Arkansas Code § 27-36-204(a)(2) to require all vehicles except motorcycles and motor-driven cycles to display lighted headlamps when windshield wipers are in use due to inclement weather.

Prohibits law enforcement from stopping, inspecting, or detaining vehicles solely for violations of the headlamp requirement.

Provides a $5.00 fine reduction incentive when a vehicle operator is stopped for another violation and the officer notes no headlamp violation occurred.

Establishes a maximum fine of $25.00 for headlamp violations with no court costs or additional fees assessed upon conviction, guilty plea, nolo contendere plea, or bond forfeiture.
