Amends Arkansas Code Title 23, Chapter 66, Subchapter 2 by adding section 23-66-216 to authorize the State Insurance Department to develop a state audit process for qualified payment amounts under the No Surprises Act of the Consolidated Appropriations Act, 2021 (Pub. L. No. 116-260).

Requires the State Insurance Department to promulgate rules to implement and administer the state audit process for qualified payment amount compliance.

Mandates the department file final rules with the Secretary of State for adoption either on or before January 1, 2024, or as soon as practicable after Legislative Council approval under § 10-3-309 if approval has not occurred by that date.

Requires the department to file proposed rules with the Legislative Council under § 10-3-309(c) sufficiently in advance of January 1, 2024, to allow for consideration and approval before that deadline.
