Amends Arkansas Code § 27-70-207(c)(1)(A) to expand permissible uses of highway revenues distributed to cities and incorporated towns through the Municipal Aid Fund.

Adds two new categories of allowable expenditures: any other transportation system improvement or service within the political subdivision (including projects defined as transportation systems under § 27-76-103, regardless of regional mobility authority membership) and purchase and replacement of culvert draining mechanisms.

Permits use of highway fund revenues for culvert drainage mechanism projects located within the right-of-way of privately owned driveways if the city's street department determines the mechanism is negatively impacting drainage.

Maintains existing permissible uses including maintenance, construction, and reconstruction of streets not serving as state highway continuations, other surface transportation, and public transportation.
