Increases the maximum age remainder for experienced firefighter appointments from 32 to 35 years (calculated by subtracting years of paid firefighting experience from the applicant's age)

Requires entry-level firefighter positions to be filled within 6 months of a vacancy unless the position is eliminated or unfunded by the city

Expands the probation period for new fire department appointees from 12 months to 18 months before appointment is complete

Changes department head selection authority from choosing 1 of the 3 highest certified candidates to choosing 1 of the 5 highest certified candidates for appointments

Requires promotions to be made within 60 calendar days when a current eligibles list exists, unless the position is eliminated
